configure script in sdist is missing execute bit

It looks like the configure script in the sdist is missing it's execute bit, causing a normal 'tar zxvf XXX.tar.gz; ./configure; make' to fail.

I opened http://hackage.haskell.org/trac/hackage/ticket/752 against cabal wrt to this, and submitted a suggested patch.

Until the ticket is resolved, I'll just update the README to tell users to do a chmod on the configure script.
