Allow resumption of tests in bin/war test driver

Description

If a test dies due to some problem we don't always want to start from scratch again. Maybe drop a file saying where we were up to, then do a bin/war -resume

At the same time, a flag should added to force war to exit as soon as it encounters a test failure.
