Set up trac to email ticket changes to diagrams mailing list

I think only I (byorgey) can do this, but it looks like it is possible to set up.

OK, I think this is working properly now. Any changes made in the bug tracker will get sent to the mailing list automatically. Perhaps at some point in the future we'll want to have separate diagrams@ and diagrams-dev@ mailing lists, with only the latter getting bug tracker messages, but for now we'll stick with a single mailing list.
