make sure Haddock works with unicode

Description

in reverting to the alphabetical index, it seems that names starting with most Unicode characters would not be listed in the index.

There might be other issues, for example, with browsers ( bug #45 is the kind of thing that might go wrong -- someone should test with lots of browsers )

Also, accents ( as in French : é à è etc ) are mangled in the HTML pages generated by haddock, with UTF-8 source files.

I'm not sure it's the same issue and if I should open another ticket though.

We have another ticket (#20) for Unicode problems in general, and if we take this ticket to be about the index only then it's fixed.
