Add markup support for properties

Some libraries, e.g. filepath include properties in documentation. It would be useful to have dedicated markup for properties, so that Doctest can extract an test properties with QuickCheck?.

This is already implemented in Doctest, and we have two wip patches for Haddock:

Both need more work, esp. tests.

Discussion on the next Haskell Platform is going on. Could you apply this patch and release the next version of haddock in time for the next HP?
