Linking to identifiers in section headers breaks Contents links

Description

Consider a simple file like the following

module M where

-- * This links to 'bar' and this isn't clickable

-- | Some function
foo :: ()
foo = ()

-- * Section above bar

-- | Unit
bar :: ()
bar = ()

Once the HTML is generated, we get the Contents box which aims to make jumping to each such header easy. However if we use syntax which generates a link to an identifier (although I suspect it also occurs with <this syntax>), anything after it is not clickable, resulting in ugly and broken contents like this:
