No way to express docstrings in Template Haskell

Description

It's annoying that you can't create boilerplate docstrings in Template Haskell. It would be really handy for e.g. Derive's pseudo-derivations "Update" and "Is".

I agree that this would be really handy, but please open it as a GHC ticket as well, since all the effort would have to go there.

It's still good that we have a Haddock ticket about it though, since it affects our plans. Here's how: Do we want to be able to use the Haddock comment AST (HsDoc?) in TH or is it enough to be able to insert comments as strings? If we want HsDoc? then we should not move it out of GHC which is suggested in ticket #93.
