Option to turn off warnings

Description

Haddock generates a lot of warnings, i.e. 

Warning: Foo.Bar: the following names could not be resolved:
    Date String Object

They pollute my build logs - it would be handy to have a flag to ignore warnings and not report them so its easier to spot useful messages from other programs.

In 2.4.2 there should already be a --no-warnings flag to turn off warnings. In the latest development version we have a level argument on the --verbosity flag as well. These flags shold be merged in the future so you would specify --verbosity=0 to turn off warnings.
