Generate window resize events on Win32

Description

The Win32 backend should handle window resize events.

The blocker for this is that I can't get the Win32 console to produce an INPUT_RECORD whose EventType is WINDOW_BUFFER_SIZE_EVENT, so I haven't been able to test my changes.

The backend now produces window resize events, but I haven't implemented the redrawing code yet.
