Description
<Describe the problem> While compiling from the source tarball the configure and build stages work ok and notice to skip packages that exist already, but the install stage fails to notice that and tries to run the "Setup install" on packages that never got their Setup.hs compiled (because the build stage correctly skipped them). This turned out on ghc-6.10.4 and haskell-platform-2009.2.0.2
