duplicate files in mingw/bin and mingw/mingw32/bin

The 2010.1.0.0 beta install installs ar.exe, as.exe, etc. in two folders. There should only be one copy of these executables.

Try talking to GHC HQ about this, they probably have a reason to do this.

We do it because mingw does it:

$ tar -ztvf binutils-2.19.1-mingw32-bin.tar.gz | grep ar.exe
-rwxrwxrwx 0/0          562688 2009-02-03 13:10 bin/ar.exe
-rwxrwxrwx 0/0          562688 2009-02-03 13:10 mingw32/bin/ar.exe

so you'd need to raise it with them.
