As far as I can tell, these files aren't linked from anywhere. The only way to access them is to manually navigate to them. All the HTML documents are reachable from the Start menu, but not these.

In the next HP release, I suggest one of the following:
 * Remove these files.
 * Link these files from the GHC documentation index.
 * Add shortcuts to these files from the Start menu.
(Note that PDF viewers are ubiquitous under Windows, but PS viewers are much rarer.)
