Clarify web sites

We have policy and advice distributed across 3 sites now:

• the download page
• the haskell.org wiki page
• the haskell trac page

My current view is that the haskell.org page is now redundant. What we should have instead is:

• hackage.haskell.org/platform <=> http://www.gnome.org/ (i.e. home for the user-facing project
• the trac wiki <=> http://live.gnome.org/ReleasePlanning (i.e. dev facing page)

Old haskell.org page now just points to the user site.
