Create library documentation by default

Description

After installing, I had a GHC menu in my Start menu, with links to GHC documentation.

I would also like to see a link to the directory containing haddock documentation for cabal installed libraries.

Further, I would like cabal to automatically generate documentation when installing new libraries unless I ask it not to.

I'd also like to see this, perhaps with a shortcut on the start menu under the GHC/Haskell Platform program group to browse the docs for cabal installed libraries.
