Data Parallel Haskell libraries now bundled with GHC

We'll need to include 'dph' and others in the core packages list with 6.12.x.

This means the future major releases will ship with support for data parallelism.

dph library depsends on vector and primitive package, now.

And Bas van Dijk has plan to replace bytestring with bytestring-vector.

So, I think that we need a proposal to add vector and primitive package.
