Support *.hackage files for easy library installation

Description

Each library page on hackage should contain *.hackage file labelled "Click here to install library". HP (or GHC, or Cabal-install, or ...) should provide association for *.hackage files that automatically downloads and installs appropriate library

It will greatly simpilify tuning of HP installation for one's needs

Nice to have, but not a platform ticket. It would be part of the hackage project.

The way to do this would be via the cabal program. It could be extended to accept .cabal files directly and then download the corresponding tarball.
