On my (ubuntu linux) machine, compiling and installing haskell-platform-2009.2.0.1 with GHC 6.10.4 appears to work, however subsequently running cabal gives the following error:
$ cabal update
cabal: : openFile: does not exist (No such file or directory)

rm -r ~/.cabal makes update work, but then the error resurfaces when using any other cabal option.

Re-compiling with GHC 6.10.3 fixes this bug and makes cabal work again.
