The default install dir for cabal-install should be $PLATFORMDIR/cabal

Description

Installer should set the default cabal-install install directory to $PLATFORMDIR/cabal (or something similar). Users find having two different directories for "Haskell stuff" confusing:

"OK. But given that I said "install Haskell" in *this* location, I sort of expected all my Haskell stuff to go there."

Thinking more about it, the location of .cabal/config should be also changed to something like ~/Application Data/Haskell Platform/$PLATFORMVERSION/cabal/config if we want to allow for different versions of the Platform to co-exist (#63).

cabal-install now puts everything in Application Data/cabal by default. Could this be considered fixed?
