When I ran runghc-7.6.3, it actually executed "/usr/local/bin/ghc" which points to ghc-7.8.2.

The offending line is inside the runghc-<version> script:

exec "$executablename" -f "$bindir/ghc" ${1+"$@"}

Which should be:

exec "$executablename" -f "$bindir/ghc-<version>" ${1+"$@"}

runghc: be explicit about ghc version (#9054)

Summary: runghc-7.x should always call ghc-7.x
